政府应如何求公平

     
 

   中央党校经济学部主任王东京撰文说,企业求效率、政府求公平,那么,政府如何求公平?公平虽然不能准确定义,但不公平的事却很容易看得出。尤其对身边的不公平,人们通常有高度的认同。举例说,搞市场经济,一定会有收入差距。别以为收入有差距就是不公平,其实老百姓并不这么看。你诚实劳动、守法经营致富,大家羡慕你;你走私贩私、制假卖假,大家痛恨你;你以权谋私、受贿敛财,大家反对你。后两种人损人利己,人们当然认为不公平。即便是合法致富,但倘若收入差距过大,人们也会认为不公平。

   有趣的是,学界不能恰当界定公平,但平民百姓却看得透彻。如果将此推展到政策层面,其含义是,政府求公平,大可不必事先设计出什么框框,而是要相机调节,不断消除多数人认定的不公平。政府求公平,要把握好三个原则:第一,要以民意为依归。对社会普遍反映的不公平现象,政府必须及时化解。第二,要优先照顾弱势群体。第三,要维护平等竞争的权利。
